The problem
Strategy is set at the centre, but delivery happens through thousands of daily decisions in classrooms and school offices. Formal observation reaches teachers only occasionally. Curriculum quality can vary between classrooms. Routine administration consumes hours that belong to teaching. When leaders cannot see what is changing, staff are asked to trust another program and boards are asked to wait for results. Success
Teachers receive coaching tied to their own lessons, beginning with a strength they can build on. Curriculum teams work from a shared, expert-approved sequence. Routine administration moves without teacher hours attached. Leaders see progress against the measures they agreed and can show boards and staff what has changed. Practical support earns trust term by term, and strategy becomes what the system does.
Good teachers keep giving evenings to work a system could carry. Effective practice remains isolated in individual classrooms. Curriculum varies, routine work accumulates and another improvement program risks becoming a report rather than a change in practice. Nobody chooses this. It is what happens when leaders are held accountable for work they cannot yet see clearly.
